I don't know. Almost sounds like it could be evil. But that might be just because it's a clown. It would be funny if it turned out to be evil, though, with such a happy-sounding name and all.
I'm betting he's evil. Noone likes clowns.
I just read on IMDB that Chuckles was the name of one of the thugs wearing a clown mask at the beginning of "The Dark Knight." Surely a coincidence, but I thought it could bring another drop to the "evil connotation" bucket.
i just saw that chuckles the clown was on a tv show back in the 70's and looks pretty evil to me

I saw the cliffhanger screening last night, and Chuckles is one of the toys owned by a little girl named Bonnie (in her bedroom). He used to be owned by another girl (name escapes me) when he, Lotso, and Big Baby were together. He explains to Woody the horrors of Sunnyside.
